Section 34
Evaluation of Educational Qualification and Training
 (1) When giving the educational qualification points to the employees, the minimum educational qualification required to enter the service in any position of the service and one additional educational qualification of the subject related to the service, group or sub-group above the minimum educational qualification shall not exceed fifteen points as follows Marks will be given. Even in the case of obtaining an academic title higher than the minimum educational qualification required to enter the service, both the same points will be given: - Educational qualification (title) First rank Second rank Third rank (a) For the minimum educational qualification specified for the purpose of entering the service 12 11.75 11.50
(b) For any additional academic qualification in the relevant subject above the minimum educational qualification prescribed for service entry 3 2.75 2.50
(2) In the case of unopened educational qualification, the rank determined by Tribhuvan University will be maintained on the basis of marks obtained.
(3) In accordance with clauses (g) and (h) of sub-section (1) of section 17, apart from the minimum educational qualification prescribed for the post of gazetted second and first class, which is filled by open competition, for promotion to a post above gazetted second class, also for entry into gazetted third class service. The prescribed minimum educational qualification will be considered as the minimum educational qualification.
(4) For in-service training, 5 marks will be awarded for first grade, 4.75 marks for second grade and 4.50 marks for third grade.
(5) When giving marks for training to employees, marks will be given for in-service training of subjects related to service of one month or more. While calculating the marks for the training, the marks for the category in which he is nominated for the training will be calculated for that category only. Explanation: “one month training” means training related to service of thirty working days or more.
(6) The employee shall submit a certified copy of the certificate obtained for educational qualification and training during service. If it is not submitted, marks will not be given for it.
(7)Regarding whether the educational qualification submitted by the employee with the application for promotion purposes is related to the service, group, sub-group or not, the determination of affiliation as specified will be as decided by the committee. If the relevance of the educational qualification submitted with the application for promotion purpose is determined up to the date before the meeting of the promotion committee, the points of such educational qualification will be calculated for promotion.
(8) Organizations and training standards for employees subject to this section shall be as prescribed by the committee.
